Officials OK sale agreement with Chetty
On Dec. 18, the Redevelopment Authority approved a sale agreement with Chetty Builders for a proposed townhome development on the northern portion of The Flats. City Council also approved the agreement at a special meeting on Dec. 23.
Carl Chetty, the president and founder of the development company, said his company expects to move dirt on the site in the spring. "I have to say that 2010 will be the year for Coatesville," he said.
In the past, Chetty's project for a condomimum tower at Third Avenue and East Lincoln Highway turned out to be unsuccessful. Chetty did, however, have success with another project, known as Millview Apartments, located at the Route 30 Bypass and Route 82.

First of all the special meeting by Council is highly suspect. Why this couldn’t be done with the new Council is beyond me. Second Chetty can talk all he wants. Last time I checked the third of Chetty’s towers should have been completed. Instead we have empty lots where buildings used to be. Milllview Apartments still aren’t fully completed so I wouldn’t place a lot of trust in a guy who can‘t finish what he started nor would I call that successful. Next he talks about moving dirt in the spring. Really? The clean-up and engineering aren’t even finished yet. Further he’ll move dirt but on Valley township side because everyone knows that those townhouses will sell faster than those in Coatesville due to the taxes (and btw not real estate by EIT 2.5% vs. 1.0 in valley). Another point is I keep hearing that the 96 units are now down to 87 and could be lowered to 77. If that happens that means the City will collect less money the original deal that agreed upon. So if that’s the case, does it make this deal worth doing in the first place?
So who actually owns the property at 3rd & Lincoln? I am aggrevated that things are not already completed by Chetty, leaving a sore spot in the city and looking like a missing tooth! The entire city is beginning to look like that. The burnt out buildings need to come down, and Codes needs to start making some money for this city by enforcing rules already on the books.

City Council had a special meeting on December 23 as well - they paid the redevelopment authority $7 million out of the reserve fund. This is the same fund that $1.5 million was taken out of earlier this month to balance the budget.
We need fiscal restraint.
Will more high density housing help coatesville?
More High Density Housing will only help if it is NOT section 8. The balance in this town is off horribly.
I agree that things should be finished before new projects start.
Someone mentioned the burned buildings- how long will it take them to get rid of those unsafe eyesores? Perhaps all the abandoned properties should be donated to Habitat for Humanity.
That area on 3rd would make a good community garden.
The burned out building should be donated to Habitat only if they will not cause any more high density housing.
Habitat's previous building in the East End of the city has caused congested housing, and the city does not maintain the streets now during the snow season, also there is not enough police presence either.
With Chester and other cites making major funding advances through casinos, why wasn't this a possibility for this area?

Oh God, please not more addictive things being brought into Coatesville. Alcohol and Drugs now fuel the local economy, and casinos would add to the problem.
Who does own the property at 3rd and Lincoln? That was a good question!
But casino's do provide money. The brainpower is not in place to work that one out anyhow.
What does fuel the place besides drugs and alcohol, is do gooders with more social services to serve the needs of lower income residents. Name one thing put in place since the current council has been staffing the post to help "WORKING" residents, ya know the ones that pay the earned income tax?
I was just interested in something that generated an income, and not high density housing to overburden and already high demand police force.
My thanks to the officers though, it does seem to be much quieter these days. My thoughts and prayers are with you all in your very difficult jobs.
I also pray that the folks who prey on the residents of the city just move along to other ventures. How anyone would list robbing the city on their resume is beyond me.
Casinos may bring money in, but with an idiot like Walker, I would HATE to see what happens to the money.
We need to do what we are doing- NOTHING. This will result in the takeover, section 8'ers being placed elsewhere, and MAJOR businesses being brought in. While we had the trust fund, we had a little bit of caring from the state. But as it trickles away, they could care less and less about the REAL members of this town (tax payers) and are beginning to make the final takeover plans. All that they are waiting for is property values to drop- and thanks to hetty and Walker, it is happening at a rapid rate!
If takeover means cleaning up the place, so be it. Streets beyond Main street receive no services anyhow, so it dosen't matter to the folks that pay taxes.
I live in my house, it's not an investment. Where would they put the sec. 8 after moving it outta here?

Let them go elsewhere, or take away the certificates of those who got them by saying they could not work because they are single mothers on welfare.
Seems to me that the money spent on the flats project. The last time I was in Coatesville I was really disheartened with some of the things I saw. Why not fix the things that are broken. Big hotels and casinos will only rasie the taxes for the people living there.
Again folks , remember that Chetty also owns the old Moose and Gilleys bar. Take a look at how he has allowed that parking lot to deteriorate. The 6 unit next door rents to 20 mexicans in 1 unit. The city should get on Chetty to clean that up , make that 6 unit next to Gilleys open the "large" parking they own and code them both to death. This guy is a clown and Harry must be getting some kind of under the table kick back. Maybe gas for his Beamer and Jag. GO HARRY GO and all the other fools entrenched in keeping this nasty farce going.
20 people in one unit? Is that not what codes enforcement is supposed to do, eliminate unsafe housing?

There are a lot of cases of that! Just look around us. HOW do we DEMAND that the agencies who supply housing for many of our neighbors begin ENFORCING their policies???

We're still trying to save Coatesville from Coatesville. Do these folks (hiring officials) not google the names of the folks they are hiring?
If I were hiring and looked up someone that unethically used a city and it's resident to advance their careers I WOULD NOT HIRE them.
I believe it is unethical to have a city spokesperson when there are so many urgent issues to be attended to right here right now.

It will be interesting to find out who will be responsible for any environmental impact that will result from the development. This site has been home to toxins and carcinogens in it's history... Will Chetty be responsible for any lawsuits that result 10 - 15 - 20 years down the road when the residents realize what is happening? Or will that remain with the city, who is selling the property without a comprehensive environmental impact study? There must be something that someone close to the redevelopment authority is getting in return for pushing this through... It will not benefit the City in the long run. And does this have ANYTHING to do with why the solicitor and city manager were removed as this is made public? Too much coincidence...
All I can say is stay tuned!! There are going to be some BIG changes going on. Now maybe the city can get it's head out of the sand and get into the 20th century (I figure if I say 21st that it's a stretch for now but give it time)

States say "yes" to sprinkler requirements
Pennsylvania, New Hampshire, & California pass measures
On December 10, the Pennsylvania Independent Regulatory Review Commission unanimously approved a measure to require fire sprinklers in new residential construction. The commission adopted the 2009 edition of the International Residential Code (IRC), and will require the installation of automatic sprinkler systems in all new townhouses effective January 1, 2010, and in all new one- and two-family homes effective January 1, 2011.
Hold the presses- Is there a price increse for these new homes? ????
The sprinkler law is a great step in a positive direction of providing a life/property safety device. It beats anything the career or volunteer firefightes can do. It fights the fire within a minute or so when the fire is small. Not like a smoke detector that only sounds a warning, sprinklers fight the fire.
Firefighters are still needed, but the arrival of these responders will be to mop up any fires that remain and history has proven they will be extinguishing small fires as long as the system is maintained according to the manufacture specifications.
Now if the city council and codes department would take a stand and make it mandatory to retrofit rental homes it would in all probability reduce the fire threat even more.
